Arlington's Sidewalk Saga: Robots to the Rescue or a Tech-Fueled Headache?

Arlington County, always at the forefront of innovation, decided to test the waters with a fleet of laser-equipped robots to inspect its sidewalks. This summertime experiment, which took place in the Rosslyn-Ballston corridor, aimed to assess the condition of the sidewalks using high-tech Kiwibots. During a two-week trial in July, the Kiwibots diligently rolled along the sidewalks, gathering data. According to Jon Lawler, an engineer from the Department of Environmental Services, who briefed the Information Technology Advisory Commission on December 18th, the pilot program yielded mixed results.

On the positive side, the robots provided a higher resolution than previous sidewalk-mapping methods. Lawler noted that the robotic equipment could capture "really good imagery." Plus, the robots proved to be courteous, navigating around pedestrians and traffic without being intrusive.

But here's where it gets controversial... The robots weren't perfect. They sometimes wandered into unexpected places, like building lobbies and parking garages. Also, the accuracy of their analysis wasn't always spot-on when compared to human inspections. Lawler admitted to "data-quality issues." Despite these challenges, the county deemed the $10,000 investment worthwhile.

"This had never been done before in the country," Lawler explained. "Our goal is to see if this is a more cost-effective, accurate method [than previous efforts]. There’s still more work to be done. It can get a lot smarter — it just needs a lot more data points.”

Commission chair John Burke suggested that the county could potentially negotiate a discount with the Kiwibot designers by providing valuable feedback. He emphasized the importance of being "very clear-eyed about the value proposition" when investing in new technology.

This experiment came about after a previous countywide sidewalk-inspection effort in 2024, which used a different contractor and human-driven mobile mapping, proved less effective in urban areas. The truck-based approach was often hampered by obstacles like landscaping, parked cars, and seasonal changes. Consequently, many sidewalks in the Rosslyn-Ballston corridor were incorrectly assessed as being in excellent condition, when in reality, they were in worse shape.

The Kiwibots offered a solution. Sidewalks in the Rosslyn-Ballston corridor received an average rating of 80.3 on a 0-to-100 scale. Most streets were rated "good."

Commission member James Smith raised a crucial question: How is this data being used? He wanted to know how the identified problems are being addressed.

Currently, the county divides sidewalk inspections and maintenance into 20 zones, with two zones addressed each year. A countywide sidewalk-condition assessment is conducted every five years, with the most recent in 2024 and the next planned for 2029. The collected data helps prioritize sidewalk reconstruction efforts. The 2024 survey revealed that 50% of Arlington's sidewalks were in excellent condition, 30% were good, 16% were fair, 3% were poor, and 1% were very poor.
